Definisi 

          Early intervention refer to services provided for infants and toddlers and their families to address the special needs of very young who have dissabilities or at risk of developmental delays. (IDEA dlm Bowe,2004 )

          Early intervention is the process of providing services, education and support to young children who are deemed to have an established condition, those who are evaluated and deemed to have a diagnosed physical or mental condition (with a high probability of resulting in a developmental delay), an existing delay or a child who is at-risk of developing a delay or special need that may affect their development or impede their education.(Wright, 1998)

          Early intervention represent a consortium of services, not just educational assistance but also health care,social services,family support, and other benefits. (Gargiulo,2004)

          An intervention is an interaction between two people to bring about change and, therefore, early years practitioners undertake interventions each time they are working with children. Interventions may be short, medium or long term and will be planned carefully to ensure effectiveness and appropriate. (Wall, 2003)

          Sebagai perkhidmatan untuk kanak-kanak dan keluarga bagi mengurangkan kesan daripada masalah yang dihadapi oleh kanak-kanak berkenaan. 

          Sebagai tindakan mencegah atau pemulihan: memulihkan masalah sedia ada dan mencegah daripada berulang  atau masalah baru. 

          Dilaksanakan terhadap kanak-kanak dalam umur persekolahan atau lebih muda  

          Sebaik-baiknya dilaksanakan di peringkat yang paling awal. 

          Dilaksanakan dalam pelbagai setting sama ada di pusat khusus, di rumah, di hospital atau secara kombinasi tempat.       

Tujuan 

          Menggalak dan meningkatkan perkembangan kanak-kanak.

          Mengurangkan perbelanjaan pendidikan dalam pendidikan khas apabila masalah dapat dikurangkan melalui intervensi awal.

          Mengurangkan keperluan kepada pusat penjagaan dan menggalakkan kehidupan berdikari.

          Meningkatkan kemampuan dan kemahiran keluarga dalam memenuhi keperluan kanak-kanak berkenaan. (Part C IDEA)
